Project Brief
Antelle was selected through a formal public-sector procurement process to design and deliver a unified regulatory management platform for the Isle of Man Financial Supervision Authority and Gambling Supervision Commission.
The objective was to replace fragmented legacy systems and manual processes with a single enterprise platform capable of supporting the full regulatory lifecycle across both organisations. Although each regulator operated independently, significant operational commonality existed across supervision, licensing, enforcement, investigations, complaints handling, inspections, fitness and propriety assessments, correspondence management and regulatory reporting.
Built on Microsoft Dynamics CRM on-premises, the programme sought to establish a consistent and scalable regulatory operating model while providing a consolidated view of the Isle of Man regulatory landscape across the participating authorities.
Solution Implemented
Antelle designed and implemented a common Dynamics CRM-based regulatory platform supporting the end-to-end operational requirements of both regulators while maintaining separate operational environments for each authority. The solution used a shared development model with independent UAT and production environments, enabling standardisation and shared platform evolution without compromising organisational separation or regulatory autonomy.
The platform delivered structured workflow automation, approval processes, notifications and repeatable operational procedures aligned with regulatory best practice and legislative requirements. Functional coverage included licensing, supervision, enforcement, investigations, inspections, complaints management, correspondence tracking, regulatory returns and fitness and propriety processes.
The implementation included migration from multiple legacy systems, integration with downstream data warehouse environments, internal ASP.NET upload services for regulatory return data, API-based integration services, Laserfiche metadata extraction, automated document generation using Document Core Pack, custom .NET plugins and structured data exports for public-facing websites.
The resulting platform established a consistent regulatory operating model and provided each authority with improved visibility, reporting capability, operational consistency and long-term scalability. Antelle continues to provide ongoing support, enhancement and strategic development services for the platform.
